Spoilers for every season of The Diplomat, including the Season 4 finale.
At the G7 summit in Italy, President Grace Penn (Allison Janney) admits the US took Russia's Poseidon weapon and threatens to fire on any interfering country, and Kate Wyler (Keri Russell) resigns as ambassador in front of her. Vice President Hal Wyler (Rufus Sewell) later joins Kate outside, and the season ends before Hal's statement is heard. Whether Hal resigns is never shown.
How Season 4 gets to the G7
At the end of Season 3, Kate worked out that Grace and Hal were behind a secret US operation to steal the Poseidon, a nuclear-powered weapon carried by a Russian submarine off England's north-east coast. Midway through Season 4, Prime Minister Nicol Trowbridge (Rory Kinnear) resigns after Kate blackmails him over a tape of him attacking his late adviser, and Bethan Vaughn (Jodie Whittaker) replaces him.
Vaughn freezes the Americans out, then tells Kate that Russia has asked to retrieve the bodies of its dead from the submarine. A Russian recovery would reveal that the weapon is gone. Grace orders Kate to tell Vaughn that Russia must be called off or the US will send warships.
Kate meets Vaughn, who refuses to stop the Russians. Kate then tells a team briefing that she delivered the threat and Vaughn backed down, but she never delivered the threat at all.
Before the G7 summit opens
In Episode 7, the Wylers and the Penns are in Italy ahead of the summit. At dinner with Grace and her husband, Todd Penn (Bradley Whitford), now the US special envoy to the UK, Kate admits the lie to the whole table. Grace doesn't change course: Todd will deliver the threat himself. She thanks Kate for her service, dismisses her from the table and sends Hal away too.
By the finale, Episode 8, Grace has already deployed US warships. Todd's meeting with the British side goes badly when he suggests the US might harm British citizens who get in the way of its warships, and Kate tries to stop him by faking a medical problem. In private, Vaughn tells Kate that Britain is putting its own assets in the water to defend its territory.
Stuart Hayford (Ato Essandoh), Kate's deputy chief of mission, objects to the warship plan in a cable to the State Department's official dissent channel. Secretary of State Miguel Ganon (Miguel Sandoval) agrees with it and takes it to Grace, but she recalls Stuart to Washington anyway, with orders to fly straight there without collecting his belongings. Eidra Park (Ali Ahn), the CIA's London station chief, proposed to Stuart earlier in the season. She stays in London and will collect his things and send them on.
What happens at the G7 summit
At the start of the summit in Tuscany, Grace unexpectedly takes the floor and admits that the US took the Poseidon. She says the US will keep Russian warships and surveillance vessels out of European seas, and will fire on any country that interferes, allies included. No leader immediately challenges her.

Is the Poseidon Real? The Diplomat's Doomsday Weapon vs Russia's Actual Torpedo
Yes, Poseidon is a real Russian weapons programme, though its readiness is unproven. What Moscow claims, what experts doubt and how the show compares.
Kate stands, kisses Hal and tells him she loves him. She also takes off her earpiece and lanyard. Then she steps in front of Grace, resigns as ambassador and says she no longer supports the Penn administration, before walking out as Vaughn and the other leaders watch.
Hal stands, but Grace tells him to sit down, and he does. Billie Appiah (Nana Mensah), the White House chief of staff, then resigns and follows Kate out. Ganon resigns and follows too.
Kate Wyler at the G7
Showrunner Debora Cahn sees the resignation as the end of a long habit. "Each of these moments made her uncomfortable, and she’s always found a way to choose to understand it," she told Netflix's Tudum.

Russell points to Stuart. "I think that really shifts Kate," she told Tudum about his recall. To TheWrap, she described where Kate is by the summit: "Her insides are rotting at that point, and she can’t do it."
In Cahn's view, Kate expects to leave alone. She told TV Guide: "I think she was planning to walk out the side door unrecognized." Outside, Kate is surprised to find Billie and Ganon behind her.
Does Hal Wyler resign in The Diplomat?
The finale never shows Hal resigning.

Hal emerges from the darkness to join Kate, Billie and Ganon outside, and Kate is relieved that he has come. Without a word to him, she tells the press that the vice president has something to say. Hal steps up to the microphone. The season ends before Hal's statement is heard.
So whether he resigns, and what he says, is left unanswered. Sewell, in TheWrap's interview, describes Hal as willing to give up the vice presidency. When TV Guide asked about Hal's speech, Cahn replied: "Stay tuned, my friend." As of 24 October 2026, Netflix had not announced a fifth season of The Diplomat.
What the ending leaves open
What follows is ShatteredBulbs' reading, not confirmed plot. For most of the finale, Hal backs Grace: he tells Kate she won't speak at the G7, presses Vaughn with a threat of military action and refuses to tell Russia the Poseidon is gone. That makes his walk to the microphone a sharp turn, and Sewell told Tudum what drives it: "If there’s any nobility in what he does, it comes out of having been humiliated."
The likeliest reading is that Hal is about to break with Grace in public. How far he goes is the real question: he could resign alongside Kate, or stay in office as a vice president openly at odds with his president. Cahn told TV Guide: "I don't think he chooses his wife; I think he chooses right versus wrong as he understands it." As we read him, Hal is the cleverest of the four people at that dinner table, and his ambitions may reach past the vice presidency, so a statement that serves both his conscience and his career would fit the character.
Grace has admitted the Poseidon theft to the G7 with US warships already deployed. Kate, Billie and Ganon have resigned, and Stuart has been ordered back to Washington with his cable already in Grace's hands. Kate, Billie, Ganon and Stuart have each given their answer to the question Cahn raised with TheWrap: "What happens if you get an order you don't like?" Hal's answer, in words, is still unheard.
